Putting the Past Behind Us: A New Energy Future for America

I do not need to tell you that our nation is staring down the barrel of a huge energy crisis. Anyone who has filled up their gas tank, paid their home energy bill, ridden on an airplane, or bought groceries recently knows that the cost of gasoline and energy are sky-high which has caused the price of other commodities to soar as well. These exorbitant energy prices are taking their toll on American families across our nation. Hardworking Americans in all fifty states are struggling to make ends meet and are crying out for relief.

As we fight to lower energy prices and lay the groundwork for a clean, independent energy future, I can’t help but ask—how did we get here?

DoD Shirks Congressional Oversight of Sexual Assault in the Military

Last Thursday, I gave testimony on sexual assault in the military at a House Oversight and Government Reform subcommittee oversight hearing. Kaye Whitley, director of the Department’s Sexual Assault Prevention and Response Office, had been subpoenaed to testify at Thursday’s hearing, but apparently Department of Defense officials instructed her to stay away from the hearing.

Stand Up Against Sen. Coburn and Genetic Discrimination

Dear Friend,

For over a decade in the House of Representatives, I have worked to pass a bill called the Genetic Information Nondiscrimination Act, known as GINA.

GINA Protects Americans from Discrimination Based on their Genetic Profile.

GINA will make it illegal for health insurers to discriminate against an individual because of a genetic predisposition to develop a disease in the future. It also bars employers from using genetic information for hiring, firing, or other decisions.

This April my hopes were raised when the House of Representatives passed GINA by a vote of 420 to 3. With GINA successfully passed through the House, it was expected to pass the Senate as it had before and head to the President’s desk where it would be signed into law.

Unfortunately, Senator Coburn from Oklahoma has Decided Otherwise.

Through an unusual rule in the U.S. Senate, Senator Coburn has placed a hold on GINA, effectively preventing its consideration and passage. Just imagine—one man has the ability and audacity to prevent the passage of an important law even though nearly every single Member of the House and Senate, not to mention the President of the United States, supports it!

What’s more, Senator Coburn is blocking GINA even though he supported the bill last Congress! And this is not Senator Coburn’s only unfair hold on a piece of legislation – we’ve learned that he has secretly placed holds on 85 other bills – an unprecedented number.

I’m Asking You To Join Me in Standing Against Senator Coburn and Genetic Discrimination!

Friends, the importance of this legislation can not be taken lightly. We all must remember that there is not a single person on this planet that carries with them perfect genes – every one of us carries a predisposition to illnesses, and therefore we are all vulnerable to genetic discrimination.

Democratic Congress Off to A Great Start

The last time I wrote to you, I told you about six promises Democrats were making to the American people – six goals we were determined to achieve in the first 100 hours of the new Congress.

Well, I am as pleased as can be to report that we made good on those promises. Since January 4th, Democrats have reached out to Republicans and passed a series of bills reflecting some of the top priorities of voters. We passed legislation to restore honesty and openness to our government, to re-establish fiscal responsibility, to strengthen our national security, and to expand hope and opportunity for all Americans. We passed bills to cut federal student loan interest rates in half, to raise the minimum wage, to end subsidies for Big Oil, to promote stem cell research, to lower Medicare prescription drug prices, and to implement the recommendations of the 9/11 Commission. And we did it all with 58 hours to spare.

Happy Holidays

As we get ready to celebrate this holiday season, I wanted to thank you once again for helping us to take our country back. We Democrats have been busy since America voted for a New Direction on November 7th.

Since then, we have announced new budget proposals, outlined our plan to implement all of the key recommendation of the 9/11 Commission, discussed outside enforcement of ethical standards in Congress, and highlighted a bipartisan plan to strengthen the Page Board to protect the young people in the Congressional Page Program.

The American people voted for a Congress that will make them safer, make our economy fairer, make our Congress more honest, and build a better future for all of America’s children. And in January, we will move forward to deliver on that mandate within our first 100 legislative hours.

You did it.

On Tuesday, people from every corner of the country went to the polls determined to get our country moving in a new direction. They sent Democrats to Washington – Democrats who have the fresh ideas America needs to get back on track. .

Your work made it happen – and it wasn’t always easy. This victory was years in the making, and this online community was a huge part of it: raising money, awareness, and turning out a record number of voters.

And what a victory it has been. Democrats now control the House and the Senate. The majority of our nation’s governors are Democrats, too – among them, Elliott Spitzer, the first Democratic governor of New York in 12 years. In fact, here in our state, Mike Arcuri, Kirsten Gillibrand, and John Hall all won Congressional seats in races against incumbent Republicans.

None of this would have been possible without your energy,

Staying the Course (in Iraq) is not an Option

A spat of recent news stories on Iraq have made it more clear than ever that we can no longer adhere to the current Republican Administration’s ‘stay the course’ policy in that war torn nation.

The New York Sun reported yesterday that a bipartisan 10-member commission has ruled out the prospect for victory in Iraq and will propose redeployment:

A commission formed to assess the Iraq war and recommend a new course has ruled out the prospect of victory for America, according to draft policy options shared with The New York Sun by commission officials.

Currently, the 10-member commission — headed by a secretary of state for President George H.W. Bush, James Baker — is considering two option papers, “Stability First” and “Redeploy and Contain,” both of which rule out any prospect of making Iraq a stable democracy in the near term.
Meanwhile, also on yesterday Sir Richard Dannatt, the head of the British Army – America’s most important ally in Iraq – told the British press that the presence of British armed forces in Iraq “exacerbates the security problems” and that they should get out some time soon

DC Republicans Have Gone Off The Rails

I am mad as a wet hen about the disgusting stories coming out of Washington on yet another blockbuster Republican scandal. As a mother and a grandmother, I am disgusted at reports that top Republicans in this House might have put political expedience ahead of the safety of the children in our care.

Instead of dealing with the disgraceful actions of former Republican Representative Mark Foley, they seemingly chose to cover the story up for as long as three years. Every parent in America deserves to know why the Republican leadership allegedly hid Foley’s disgusting predatory behavior instead of acting to stop it.

This week, rather than accepting responsibility for the consequences of their inaction, Republicans in Washington are doing their best to pass the buck. There is simply no accountability among the Republican Leadership, no matter how severe the circumstances.

The safety of children on Capitol Hill should be more important than spin and political posturing. This is about trust. And, Washington Republicans are in disgrace. They have gone off the rails, and they’ve taken America with them. From Iraq, to Afghanistan, to the Foley matter, to Jack Abramoff, to the economy, America deserves a fresh start.

Ask ABC to Come Clean On its 9-11 "Docudrama"

I wanted to let you all know that I have been following the story concerning ABC Television’s plan to air a so called “Docudrama” on 9/11 written by a right wing activist.

On September 10 and 11, ABC Television is planning to run an inaccurate film, The Path to 9/11, depicting the events leading up to the 9/11 attacks. The film was written by an avowed conservative activists and it largely places the blame for failing to prevent the attacks on the Clinton administration while whitewashing the failures of the Bush administration.

Reviews of the film have shown it to be full inaccuracies. According to researchers at Think Progress, the film’s distorted version of history is inconsistent with the 9/11 Commission Report, upon which it claims to be based.*

The events leading up to September 11, 2001 are too important and too tragic for us let anyone play politics with the facts. So, please join me in calling on ABC to make it clear to viewers that this is a docudrama, not a documentary account of the events and political decisions that preceded the attacks.

With less than 100 days left until Election Day, the campaign to re-elect Louise is heating up. Louise could use your help in two upcoming activities in Rochester:

Join Louise’s Campaign at the Annual Rochester Labor Day Parade on September 4: The annual Rochester Labor Day Parade is on Monday September 4th. Arrogant Hypocrisy of Rubber Stamp Republican Congress

Hi folks. Last week the Republican Leadership in the House of Representatives passed a resolution, H Res 895, criticizing the New York Times for reporting on a covert government surveillance program that monitors bank transactions of All Americans. The Washington Post, the Los Angeles Times, and The Wall Street Journal also reported about the program.

This resolution is the very embodiment of arrogant hypocrisy. It is a bill that theoretically stands against leaks, but comes six years into an Administration that has always been willing to leak even the most sensitive information if it thought it would benefit it politically.

It is the height of irony to think that when the Administration sought to silence critics of its pre-Iraq war intelligence claims, it chose to leak the classified identity of Valerie Plame, a CIA agent, as well as previously classified components of a national security estimate, to the New York Times.

But it did. And it did so willingly.

Where were the resolutions of protest from this Majority during that scandal?

Republicans Leaving All Working Americans Behind

Hi folks. Last week the Republican Majority in the House of Representatives shamelessly passed a ‘Paris Hilton’ tax-cut bill, arguing that they were doing it for the benefit of small businesses and independent farmers. But the Majority could not provide even one concrete example that supported their claim.

What Republicans were really interested in was looking out for 0.3 percent of Americans – the Paris Hiltons of the world – super-rich families, 18 of which have spent a combined 490 million dollars over the last 10 years in their quest to make the estate tax disappear.

Talking About Iraq (C-SPAN Appearance Tomorrow)

I wanted to let you know I will be on C-SPAN tomorrow morning to talk about Iraq. I will be appearing on C-SPAN’s Washington Journal tomorrow at 8:40 am EST to talk about the Republican Leadership’s effort to score cheap and shameless political points by staging a sham Iraq debate this week in the House of Representatives.

I also wanted to let you know that today I joined Leader Nancy Pelosi and Congressman John Tierney in a press conference and renewed our call to bring about a Truman style commission to Iraq. We need a Truman style commission in Iraq that will audit every penny that has been or is being spent there. You can join our calls for a Truman Commission by signing our petition today.

Out of touch Republican House Leader ...

About couple of weeks ago Speaker Dennis Hastert during debate on the Republican budget made a following baffling statement during which he assured Members that:
if you earn $40,000 a year and have a family of two, you don’t pay any taxes. So you probably, if you don’t pay any taxes, you are not going to get a big tax cut.

Standing up against the Republicans ...

I wanted to share with you a piece that was recently published in the Washington Monthly. Amy Sullivan wrote a great article which highlighted how the Democrats are fighting hard in Congress, effectively standing up against a Republican party controlling all branches of our Government. Sullivan’s article specifically mentioned my efforts on your behalf during these last couple of years exposing the Republican culture of corruption:

If the unsung Democratic guerillas were ever to adopt a mascot, it would have to be Rep. Louise Slaughter (D-N.Y.). The 10-term congresswoman from upstate New York is someone you don’t hear about very often because: a) she’s a House Democrat, and the media only has room for one of those, if that; and b) she’s far too feisty and interesting. In a different news world that actually covered opposition parties, she’d be a media darling. Slaughter rarely bites her tongue, and she doesn’t mind turning the tables on reporters. At age 76, she looks at least 15 years younger and has the energy of someone 50 years her junior. When I met Slaughter at her top-floor office in the Rayburn House Office Building to talk about why no one knows what she’s been doing, she was ready to vent.

“There’s this assumption that we’re the Three Stooges over here, bungling around,” she said, rolling her eyes. “I hear it all day and all night.” What’s wrong with Democrats? she mimics. “There’s nothing wrong with us!” Slaughter herself has waged an ongoin-and largely unnoticed-campaign to highlight the ways in which Republicans have abused the legislative process, locking Democrats out completely and awarding themselves unbridled power. She almost single-handedly forced Republicans to back off on plans to tamper with the Ethics Committee in order to give Tom DeLay a break. The problem she and her colleagues run into over and over, Slaughter tells me, is that “nobody knows what we’re doing up here because nobody ever covers it.” A perfect example occurred at the beginning of March. Slaughter, who is a ranking member on the House Rules Committee, released the report “America for Sale: The Cost of Republican Corruption,” outlining all of the ways that congressional Republicans have not only gamed the system, but created their own legislative system. She followed it up a week later with a legislative package to reform the House rules process, one of the major sources of GOP power.

Stopping Price Gouging at Our Gas Pumps ...

I want to share with you a letter I recently sent to Chairman Joe Barton and Ranking Member John Dingell of the House Committee on Energy and Commerce calling for immediate hearings on legislation she introduced to reduce gas prices nation wide.

The price of gas is out of control. Last week the price of crude oil soared well past $70 a barrel. The average price for regular unleaded gasoline increased to $2.79 in my district in Western New York. In Rochester motorists were paying at least 40 cents more per gallon than they were just last month.

At a time when major oil companies are bringing in the largest profits in American history, working Americans are struggling to afford the morning drive to work. We can’t tolerate price gouging and arbitrary increases in gas prices. I have already introduced two bills (information on these two bills below the fold) in this Congress that will lower the out of control gas prices at our local pumps: the Eliminate Gas Price Discrimination Act and the Emergency Petroleum Allocation Act. I am very interested to hear your thoughts on this effort.

Hi folks. DeLay and most of his top staffers may be gone, but this is still his House of Reps. And we have a lot of work to do to clean up the mess they left behind here in the People’s House. I want to share with you a post I put up on DailyKos few weeks ago.

It has some followup information on a legislation Representative Brian Baird (WA) and yours truly introduced in the House few weeks ago, which is designed to stop insider trading by Members and their aides in Capital Hill. We introduced the bill after hearing about Tony Rudy, a former top DeLay staffer, day trading from his desk at the Capitol Hill. Rudy recently plead guilty to charges of conspiring with convicted felon Jack Abramoff to block legislation in exchange for money

Stopping Insider Trading in Congress ...

Few weeks ago I mentioned that I was hearing stories about possible insider trading by Tom DeLay’s top leadership aide in Congress? Well last week I introduced a legislation (HR 5015) with my colleague Rep. Brian Baird of Washington that will block Members of Congress and their aides from engaging in insider trading. The Wall Street Journal wrote a major article on our bill.

We can’t let Members and their staffers making profits through day-trading using non public, sensitive information they become privy to because of their special access. In addition to introducing the legislation, we urged the Department of Justice to investigate the reports of possible insider trading at the Capitol Hill.

Hold Congress accountable for selling out America to food poisoners

Well the selling out of America continues in Congress. Last week, lobbyists representing giant food producers had their friends in Congress ram through the House a bill that will undermine the efforts of states like California’s to improve the safety and quality of the food consumed in their communities. The legislation, just like other recent GOP legislation (Clear Skies Initiative anyone?), is cynically titled, the “National Uniformity for Food Act.” (H.R. 4167). This legislation will eliminate almost every state and local law that provides greater consumer protection than our limited federal food safety laws.

I wanted to share with you my remarks on the House floor regarding the bill, which passed the House by a vote of 283-189. The act was an assault on the health of American consumers and a blatant give-away to the food industry.

President's Budget Is Leaving New York Behind ...

Wanted to share with you some highlights from a recent Democratic analysis- of President Bush’s proposed 2007 federal budget which reveals how damaging it will be for New York families and citizens.

There isn’t anything sacred enough to avoid being slashed by this budget. Healthcare, jobs, education, national security, the quality of our environment – the President thinks it’s all less important than ensuring that those already on top stay there.

The President’s misguided priorities aren’t shared by the citizens of Western New York, or the American people. We (Democrats) have always fought, and will continue to fight, for an honest and open government that will put our physical and economic security first, that will defend our schools, extend healthcare, and demand a responsible federal budget.

The people want a government that shares their values – not the same backward agenda that the President insists on offering us.

Report from the House - America for Sale: The Cost of Republican Corruption

Hi folks. So here is the report, “America for Sale: The Cost of Republican Corruption”, my House Rules Committee staff released yesterday to explain how the corruption in Republican-controlled Washington has harmed our country. It shows how the harmful policies Republicans have passed into law over the past few years are the result of a corrupt process that gives “K Street Project” lobbyists more power to shape legislation than the legislators the people have elected to represent them in Washington.

Our report clearly demonstrates that when the GOP Congressional leaders allow Republican lobbyists to set the agenda and write the bills, the American people suffer the consequences. While the special interests walk away with billions of dollars in tax breaks, subsidies, and federal contracts, Americans must live with the bad laws this system produces. The political corruption we associate with now-notorious figures such as Duke Cunningham and Jack Abramoff comes at a very real cost to each and every one of us.

The Fox Guarding the Hen House: DeLay's Plush New Assignment

So, I hear my colleagues from the other side of the isle were going to get a refresher course on ethics as part of a three-day retreat out in Maryland’s Eastern Shore. If Majority Leader John Boehner and House Republicans were really serious about ethics reform they would not dare to reward indicted former Majority Leader Tom DeLay with a plush assignment on the powerful House Appropriations Committee in the Science, State, Justice and Homeland Security Subcommittees. So let me get this straight …

Tom DeLay is on trial for money laundering so House Republicans place him on the committee in charge of handing out money.

DeLay was admonished for using federal Homeland Security resources to track political enemies so House Republicans place him on the Homeland Security Appropriations Subcommittee.

Clearly, nothing has changed with the new Republican regime. They have no real intention on cleaning up the corrupt Republican Congress. If they did, Tom DeLay would be as far away from the Appropriations Committee as they could get him.

There is no end to the culture of corruption in this Republican Congress.

Losing Credibility & Trust

President Bush talked about oil dependence in his SOTU this week, but his own energy policy is the worst this nation has ever seen, written by Enron officials and oil company executives and designed for their benefit while the American people pay the highest gas and heating prices ever.

He talked about fighting disease but his Medicare plan is leaving our own seniors without their medication.

The President spoke about the economy, but he is allowing our jobs to be exported overseas and he is cutting education funding. He talked about leadership, and facing challenges, but he has not shown any leadership in cleaning up the Republican culture of corruption and cronyism that is strangling America and impacting the lives of every man woman and child in this country.

This Republican government has lost its credibility and this President has lost the trust of the American people. It is time for change.

These are the same Republicans who have drowned Washington into a sea of scandal, resulting in zero accountability in Congress. A note on scheduling change (C-SPAN appearance tomorrow)

I wanted to let you know of a change in my schedule. My appearance on tonight’s Lehrer’s News Hour has been rescheduled. I will let you know when I have more details on any future appearance in this show.

However you can still see me on tomorrow morning on C-SPAN. I will be appearing on C-SPAN’s Washington Journal tomorrow from 9:15 am to 10 am EST to talk about the Republican ethics crisis and the urgent need for meaningful reform. So please tune in.

I hope you had a chance to watch my speech earlier this afternoon in the Great Hall of the Library of Congress. It was a great event. If you did not see the speech you can read a transcript of it by going here.

Watch C-SPAN and PBS Tomorrow

I wanted to let you know about two important events in Washington tomorrow which will highlight the growing Republican Culture of Corruption and how Democrats are fighting for honest leadership and open government.

Tomorrow afternoon Senate Democratic Leader Harry Reid, House Democratic Leader Nancy Pelosi, Senator Barak Obama, and I will be speaking at a major event in Washington to unveil the Democrats’ Honest Leadership and Open Government Act. The entire Congressional Democratic Delegation will be joining us in the Great Hall of the Library of Congress, where we will spotlight the Republican “pay for play” politics that put special interests ahead of the priorities of the American people. The event is scheduled to start around 2:00 pm EST, and will be broadcast live on C-SPAN.

After participating in the Library of Congress event tomorrow afternoon, I will be appearing on PBS’s News Hour with Jim Lehrer tomorrow night to further discuss the Democrats’ comprehensive ethics reform package. I will also talk about the House Republicans’ assault on the existing ethics process in the People’s House.

So, please watch C-SPAN tomorrow afternoon around 2:00 pm EST, and then watch News Hour with Jim Lehrer on PBS tomorrow night. And, then come back to my website, and let me know what you think by posting your comments here.

Republican Commitment to Ethics Reform

I want to make it clear that the attempts to reform the ethics process in Congress and to insist on accountability in government have been entirely Democratic. For over a year, starting when Rep. Chris Bell filed his initial ethics complaint in 2004, Republicans have fought and resisted any and all attempts to infuse ethics into the business of Washington and have engaged in an active campaign of cover-up and retribution.

What we are seeing now from prominent Republicans is nothing more than damage control masquerading as real reform. But the American people won’t be fooled. Here is a legislative background on how the ethics process in the People’s House imploded under the Republican leadership

I wanted to let you know that the Democratic leadership requested me to give our party’s response to this weekend’s (tomorrow, Saturday January 7, 2006) radio address of President Bush. While local radio stations do not carry this speech, the cable network channel C-Span will carry both starting at 2:50 pm. You will also be able to listen and read my speech at the national Democratic Committee’s web site.

The topic of my address is going to be the growing Republican ethical crisis and the need for honest leadership in Washington. Speaking of which, I distributed a backgrounder- to the national media on Jack and his Republican pals in Washington, making it clear � this is a Republican scandal. Keep repeating this over, and over, and over again.

Time for Bush to turn over his papers re. Spying on Americans

Yesterday … I submitted a resolution (H. Res. 644) of inquiry in the House requesting the President and directing the Attorney General to turn over to the House of Representatives documents relating to the authorization of the secret spying program on American citizens. One of the main talking points for the supporters of this Administration justifying this domestic spying is that my Democratic colleagues in Congress knew about this double super secret program and didn’t object to it.

Well … I think it is time for them to prove that claim. Like I said before at this point we are all sort of numb to an administration who really has no credibility left. They need to come clean and provide us the information backing up their claims.

Republicans to America: Let Them Eat Cake

I gave a speech on the House floor this past week on a Republican tax bill. The bill would make permanent a $56 billion in capital gains tax cut, largely designed to benefit the wealthiest one percent of Americans. The bill came just two weeks after the Majority forced a budget reconciliation bill through Congress cutting 50 billion dollars from education, healthcare, foster care, child support and a host of other vital social programs. GOP Abandons Injured/Disabled Vets

As some of you may know I serve as the Ranking Democrat on the House Rules Committee… well tonight Republicans on the committee (Chairman Dreier & Reps. Hastings of Washington, Capito, Cole, Bishop and Gingrey) voted against taking care of a serious budget shortfall that the Bush Administration recently announced has opened up in our country’s veterans’ health care system.
